New Delhi, Feb 28:
Former prime minister Manmohan Singh, an eminent economist, Saturday criticised the union budget presented by Finance Minister Arun Jaitley, saying it has good intentions but no adequate roadmap.
[You must be registered and logged in to see this image.]Speaking to NDTV news channel, Manmohan Singh, who was prime minister of the Congress-led UPA government for 10 years, said the NDA government has not been able to capitalise on the advantages, like low crude prices and of other commodities.
He also slammed the figure of Rs.15,000 crore net tax revenue as too low.
Manmohan Singh, who was architect of the 1991 economic liberalisation of India, told the news channel: “Mr. Jaitley is a very lucky finance minister. He has inherited an economy which is in reasonably good shape… inflation is under control, not because of anything we have done, but because the international prices of petroleum and other commodities have gone down.
“I had hoped that he would use this lucky phase to give a real big boost to stabilise the economy, strengthen the macroeconomic framework… with all the nitpicking, the net tax revenue will increase by only Rs.15,000 crore. What is Rs.15,000 crores in a budget which runs into Rs.15-16 lakh crores?”
The former prime minister said Jaitley could have done much more for fiscal consolidation and macroeconomic stabilisation.
He also felt the agriculture sector has not received the attention it needed.

“Agriculture has done extremely well under the UPA but in the last one year, there have been signs of stress and strain in the agriculture economy. The budget has nothing to deal with this situation. Seventy percent live in rural areas, their well-being has not received adequate attention,” he said.
He said though various funds were being established, “it is one thing to pronounce intentions but another thing to convert them into a solid action programme on the ground.
My worry about the budget is it has good intentions but does not have adequate roadmap to ensure that those intentions are converted to concrete tactical realities.” IANS

A Couplet by Finance Minister Jaitley That Took Jibe at Congress

In the early stages of a lengthy budget speech, Finance Minister Arun Jaitley on Saturday recited a couplet that drew applause- at least from his party's law-makers.

"Kuch to gul khilaye hain, kuch abhi khilane hain, par baagh mein ab bhi kaante kuchh puraney hain," (We have made some progress and are working towards achieving more goals, but there are some hindrances in the way), Mr Jaitley said, referring to the policies of the Congress-led coalition government that was voted out last year.

BJP law-makers welcomed the couplet by thumping their desks loudly.

In his budget, Mr Jaitley said the fiscal deficit is seen at 3.9 per cent of GDP in 2015/16 and that his government will meet the challenging fiscal target of 4.1 per cent of GDP.

The Minister said he remains committed to meeting medium term fiscal deficit target of 3 per cent of GDP. He said GDP growth is seen at between 8 per cent and 8.5 per cent y/y and stressed that he is aiming for double-digit growth rate which will be " achievable soon."

Budget Budget 2015: An IIT in Karnataka, Announced by Arun Jaitley, Scores a Hit


Finance Minister Arun Jaitley today announced an Indian Institute of Technology or IIT in Karnataka, which was among the most discussed topics on social media.

"We will ensure no student misses out on higher education due to lack of funds. We will set up an IIT in Karnataka and upgrade the Dhanbad College (in Jharkhand) to IIT," Mr Jaitley said in his Budget speech.

Karnataka, the only state in the south without an IIT, had told the Centre that it would provide 500 acres of land and other facilities if an institute were to be set up there.

Several expert committees have favoured Karnataka as a location for an IIT.

In 2008, the Scientific Advisory Council to the Prime Minister had made the recommended but it was Hyderabad that got the IIT.

Last year, Kerala, Andhra Pradesh and Goa won out over Karnataka.

"IIT in Karnataka" became a trending topic on Twitter. "Finally an IIT in Karnataka, the IT hub of India," tweeted Shruti Ranade.

Commenting on the Budget, Dinesh Thakkar, CMD of Angel Broking, said, "The finance minister had to tackle conflicting objectives such as higher share of government revenues going to the states as well as maintaining a tight fiscal deficit, while also increasing public investments to spur growth as private investments are still lagging behind. So, the deficit target has come in a tad higher at 3.9 per cent vs 3.6 per cent expected, but importantly, the additional spending is going towards medium-term growth enhancing areas such as infrastructure, education, skill development and sanitation. He also said that the "Budget carries forward the government's thrust on taking the economy towards global standards of governance by making it more investment-friendly, fairer and transparent, with its thrust on lower subsidies, better subsidy allocation through DBT and Jan Dhan Yojana, efforts to rein in black money, postponing GAAR and implementing a new bankruptcy law."

"There is also increasing thrust on social security, with the increase in deductions for health insurance and pension. The surcharge of 2 per cent on corporate tax is near-term negative for the markets, but is well-balanced with the medium term commitment to lower base corporate tax rate from 30 per cent to 25 per cent, simplifying the tax structure as well as sticking to the April 2016 deadline for GST," he added.

Budget a Well Balanced Act: Geojit BNP Paribas

Finance Minister Arun Jaitley's Union Budget is a well-balanced act, as it intends to improve economy's growth in the long-term.

The first full Budget provides healthy direction to the economy. The focus is to grow with emphasis on financing, manufacturing and infra. Intent is to dramatically improve the economy with long-term target of 3 per cent fiscal deficit, increase savings and double-digit GDP growth.

GST which is likely to be ready next year is positive, and government has taken the right action like increasing tax share and responsibilities to states. But in the near-term, tax rate is likely to increase for corporate while changes in individual's tax is below expectation. Reduction in corporate tax in the long-term will be healthy for valuation.

This is a good start as government has clearly laid out the roadmap for taking the 'make in India' initiative to Defense sector.

Another major positive is government's plans for 5 UMPPs on plug and play mode. This is an indication of things to come over the long term in projects space in India. This would be extended to other infrastructure projects in roads, rail, airports and ports. That said, much more details will be required to know how 'make in India' for other manufactured products becomes a reality. As land acquisition and labour acts as key impediments for growth in this space.
